Which of the following most accurately describes the problem?

ASIDE-MOUNTED crane having a maximum lift capacity of 5 tons at 4 ft. reach and 2 tons at 10 ft. has been developed by County Commercial Cars (Sales), Ltd., Fleet, Hants, and T. T. Boughton and Sons, Ltd. The basis is a Fordson Major tractor fitted with County full tracks, which enable the crane to operate under conditions not possible with a normal wheeled vehicle.

A Boughton DDW double-drum winch is operated independently through a clutch; the drive is taken from the side power take-off of the tractor. Independent operation is also applied to each drum of the winch, one drum being used for hoisting the load and the other for lulling the boom.
