Which of the following most accurately describes the problem?

CUSTOMS OFFICERS seized more than 80,000 litres of illegal fuel last week from a diesel laundering plant hidden in a Lincolnshire airfield.

The raid on Bard ney Airfield uncovered 51,000 litres of laundered and partly laundered fuel together with a further 30,000 litres awaiting laundering. Fuel laundering involves removing the red dye used to mark tax-exempl diesel and passing the result off as full-price fuel.

During the raid officers also found 30 storage containers filled with toxic acid sludge, a by-product of the laundering process.

As a result of the customs raid live men have been charged with evading an estimated £420,000 in excise duty.
