Which of the following most accurately describes the problem?

• Tarmac has rejected claims that it is trying to push through new distribution contracts with owner-drivers in advance of the Budget on 9 March. A spokesman says the claim, made by an angry Welsh haulier to CM last week, is "baffling".

Tarmac is in contract negotiations with its owner-drivers, the spokesman confirms, but the only subject being raised is that of vehicle standards. "We are currently following up discussions with hauliers on the question of them updating their vehicles to operate at Eurol standards," he adds. "The discussions are nothing to do with rates."

• Tarmac says the closure of a crushing plant at its Cilyrychen Quarry at Llandybie in Wales on 15 March will not affect owner-drivers working out of the site.
