Which of the following most accurately describes the problem?

A SHARP increase in vehicle operating costs in the last three months of 1976 was revealed by the Freight Transport Association's costs and rates report, this week.

One reason was the cost of capital which rose following increases in interest rates.

The subsequent fall in these rates, however, has resulted in the Figures in the report representing a temporary peak in operating costs, says the FTA.

During the last quarter of the year, increases also took place in the cost of fuel and tyres and some FTA members had reported drivers' wage increases.

Haulage rates which were reviewed showed an overall increase over the 12 months of about 15 per cent.

But the Road Haulage Association says that road haulage costs, calculated as a median value throughout the industry, rose by more than 15 per cent :luring 1976, though it agrees that the rate of increase accelerated during the last three 'nonths of the year.

The main reasons, says the RHA, were substantial increases in the cost of fuel, vehicles, wages, materials, lyres, insurance and establishment charges.
