Which of the following most accurately describes the problem?

THE NEW Dover relief road, opened two weeks ago, has run into problems with high winds.

Vehicles travelling on the curved, banked viaduct over the Eastern Docks are being subjected to a sudden blast of wind as they come out of the protection of the East Cliff cutting.

Unladen high-sided vehicles are the most likely to be affected by these conditions.

Mr Demsey, resident engineer for the Department of the Environment's Road Construction Unit, is examining the possibilities of a vehicle being blown over on this stretch of road.

In the meantime the Kent police have instructions to close the road when the Dover Harbour Board inform them that the wind has reached 40 knots, which is about gale force five to six.

This will result in closures exceeding the five days a year that would have been the case if a limit of 50mph wind speed had been imposed. This is the standard adopted at other sites.
