DON'T panic — that was the message from the Freight Transport Association on the admission to the occupation of road haulier regulations last week.
Director general of the FTA, Hugh Featherstone told the FTA West Scotland division that no problems will arise about the proof of professional competence, at least until the next 0 licence renewal after January 1, 1978. Even then, grandfather rights will solve most problems.
But Mr Featherstone pointed out that there were still important points missing from the proposed legislation. He said that information such as the how, when and where of the issuing of grandfather rights to individuals was still to be decided, and it was, "administratively outside the scope of the regulations."
Companies had to make decisions on the type of licence that they would go for under the new two-tier 0 licence system, and the numbers of people they would nominate on the licence.
"They could certainly not plan a training programme because no one could mount exactly the right course until the syllabus had been decided, and the form of the examination," said Mr Featherstone.
Mr Featherstone promised that the FTA would be publishing full information on the admission regulations as soon as they became available. It is also planning a series of seminars.
