Which of the following most accurately describes the problem?

A PLEA for the Government to inject more, not less, money int the building and maintenance of British roads has come from th director of the British Roads Federation, Robert Phillipson.

The plea follows hard on the heels of a second White Paper o the control of Public Expenditure, published last week.

In it, the Government proposes to cut overall expenditure o roads and transport from £2.72 billion to £2.37 billion betwee the current financial year and 1977-78.

Commenting on the cuts, stressed by the White Paper as bein provisional only, Mr Phillipson said: "What is being ignored is th need to build for the future of the economy.

"New improved roads have a major part to play in helping th industrial regeneration that the Government keeps talkin about, but roads are being cut in favour of even high( proportions of wasteful subsidies."

The White Paper also projects the decline in motorway an trunk roads expenditure from the current £542 million to £43 million in 1977-78 in volume terms at 1976 prices.

But this should recover slightly to £449 million in the followin financial year.

Local spending on .the construction of new roads an improvement is due to decline from £357 million to £256 millio and £209 million respectively.
