Which of the following most accurately describes the problem?

public transport requirements in the Pocklington (E. Yorks) rural district, commissioned by the Yorkshire Rural Community Council and undertaken by Hull University, may have national implications when the findings are issued in June.

Mr. N. Topham, lecturer in economics at Hull University and survey controller, says that the rural transport problem for the noncar-owning community was increasing daily. He did not believe for one moment that economics held the full and final answer, but it was hoped to provide a very useful document.

Findings of the survey are to be presented to publicize the situation on a national scale.
