Which of the following most accurately describes the problem?

BY refusing yet another application for a

Contract A licence at Inverness last week, Mr. L. A. Wells, the Scottish deputy Licensing Authority, made it clear that he was keeping a watchful eye on what he called "suspect contract agreements".

Mr. A. S. Bartlett, the applicant, sought one vehicle of 371tons to carry goods for .1. Baxters and Sons, of Muir of Ord, Ross-shire. Mr. Wells said that to his knowledge an application specifying the same vehicle and in the name of William Bartlett, a son of the present applicant, had been refused in October, 1965. He now needed to be satisfied that the present application was not a device to defeat the refusal.

In refusing the application, Mr. Wells said that there was really no agreement, but only a figure set in an attempt to get a licence.
