Which of the following most accurately describes the problem?

for a national wages increase in the road haulage industry will be considered at a national conference of employers' representatives to-morrow, March 5, at Birmingham. The application is for an increase of 6s. per week for drivers and 4s. per week for statutory attendants, on the scales formulated by the National Joint Conciliation Board.

The position will be considered in the light of developments which have taken place since a similar conference in London early iq February, coincident with which there were consultations between the employers' area representatives and employer members of a subcommittee which the National Joint Conciliation Board has appointed to consider the wages application. The outcome of the February conference and consultations was a resolution passed by the area boards' representatives, suggesting a line of action to those subcommittee members. This resolution recommended that whilst the case for the application should be heard, the point should be pressed that

n1.8 no decisive action should be taken pending the introduction of legislation resulting from the report of the Baillie Committee.

It is likely that the subject of rates stabilization will also be discussed at to-morrow's conference. . The rates structure framed by the employers' panel of the Yorkshire Traffic Area Joint Conciliation Board has been approved by the employers' panels in other traffic areas, and has been referred for consideration to the national associations. Joint meetings of representafives of these associations have been held, and it is understood that a request to the Minister of Transport that he should receive a deputation has been proposed.
