The question is suggested by the discussion that took place at the recent meeting of the Manchester and Liverpool Section of the Institute of Transport, held at Liverpool, following the reading of a paper by Mr. David HalEwell, M.B.E., on the statutory control of transport.

Mr. J. Atherton said there appeared to be many people who desired changes in the control of transport but who showed complete disregard for owners of vehicles. No one wanted to see the industry handed over to the politicians.

Dr. K. G. Fenelon, M.A., remarked that it was a vital issue how far statutory control of transport should go. control must not destroy flexibility of development. Possibly, in a few years time, the question might be raised whether the present system of decentralization should be abandoned and replaced by centralized control from a traffic-commissioners' office in London, but . there were dangers in highly centralized control.

The chairman, Mr. J. Marshall, said it might take four or five years to complete the rates structure. He thought that those engaged in goods haulage ought to be safeguarded against the unfair cutting of rates by competitive services.
