THE ONE-VEHICLE licence held by Birmingham-based Gurchetan Singh has been revoked by West Midland Deputy Traffic Commissioner Fiona Harrington. She had earlier suspended the licence following a Birmingham public inquiry, which Singh failed to attend.

Singh had been called before the DTC because of concern over his vehicle maintenance record and whether he had adequate financial resources.

At the outset of the inquiry the DTC said Singh had sent a letter saying he was unable to attend as he had a full-time job and that the specified vehicle had been scrapped.

Vehicle examiner Mark Jewess said Singh's vehicle had been issued with immediate `S" marked prohibitions in January 2007 and December 2008.

Singh was not using his operating centre and was parking in the rear garden of a residential property. The stated inspection period of six weeks was not being adhered to and there was a 100% failure rate at annual test.

There appeared to have been no improvement from a previous unsatisfactory maintenance investigation that was carried out in May 2007 Jewess considered that there appeared to be a total lack of ownership, management and direction in regards to the maintenance system and vehicle condition. The DTC said there had been failures to respond either promptly or at all to the reasonable enquiries of VOSA following the unsatisfactory maintenance investigation in 2007 and to the Office of the Traffic Commissioner in relation to the Public Inquiry. Financial evidence requested had not been produced.
