Which of the following most accurately describes the problem?

A SERIES of undertakings about future vehicle maintenance arrangements led to a West Yorkshire haulage company escaping with a warning after it appeared before the North Eastern Traffic Commissioner Tom Macartney.

Bradford-based Peter Gray Transport, with a licence for 10 vehicles and seven trailers, was called before the Commissioner at a Leeds public inquiry.

Vehicle examiner Richard Roberts said he carried out a mainte

nance investigation in January after one of the company's vehicles lost two wheels on the Al at Weatherby.

Two torque wrenches that the company had were not calibrated and no trailer records were produced.

The fact that there had been a total of 22 prohibitions indicated that drivers were either not carrying out walk-round checks or that they were not being carried out to a satisfactory standard. Seven of the prohibitions had been issued since January and the initial pass rate at annual test was 34.62%.

Director Peter Gray said that his drivers had received new training. He was unable to explain why the wheels had come off; the driver concerned regularly torqued the wheelnuts and maintained that he had checked them that morning.

The haulage company had had a lot of problems with tyre shops over-tightening wheelnuts and Gray was now changing the wheels himself when there was a blow-out.

Gray admitted that he had not brought financial evidence showing that he had the £36,800 needed for 10 vehicles available.

He gave a series of undertakings about the company's future vehicle maintenance arrangements, driver training and said that financial evidence would be produced within 14 days.
