Which of the following most accurately describes the problem?

• Furious tippermen are campaigning for a change in Irish vehicle licensing laws following the increasing use of off-road dump trucks for hire-or-reward haulage.

The IRHA claims the dump trucks are also dangerous: "They do not have a secondary braking system or steering system," says spokeswoman Sheila McCabe, who adds that police are investigating an accident involving one of these vehicles. The IRHA is lobbying the Irish Transport Minister on the subject.

UK laws are stricter: in most cases dump trucks used on roads are taxed as goods vehicles and are subject to Construction & Use regulations, but a few works vehicles are exempted.
