Which of the following most accurately describes the problem?

• Lep (Ireland) Ltd, Dublin, announces that a firm decision has been taken by its principals, Monarch International Line Ltd, to operate freight-only roll-on /off vessels on liner services between the Republic of Ireland, the UK and the Continent.

Designed to cater for the road haulage industry, unit-load and groupage operators and own-account operators, these services are intended to meet the demand for regular sailings free from seasonal congestion peaks caused by private motorists at holiday times. Quay to quay rates and an uninterrupted service are expected to make this an attractive proposition to the trade.

Regular sailings, Cork, Swansea, Antwerp, Hamburg, Cork, are being planned to commence in October and a further service, Dublin, Runcorn, Rouen, Hamburg, Dublin, is envisaged for December. Plans are advanced for a thrice-weekly service between Ireland and the UK, details of which will be announced shortly.
