Which of the following most accurately describes the problem?

• A £513,000 road improvement scheme to improve access in the busy Lancashire area of Blackburn to M61 Preston. Manchester motorway near Chorley is to include a new bridge over the Leeds and Liverpool canal. Work has already commenced on the new road and a £75,000 grant towards the total cost has already been approved by the Ministry of Transport. The mile-long road is to run from the interchange north of Charley to A674 Chorley-Blackburn road at the southern end of the Wheelton diversion. It will have a single carriageway for most of its length but there will be a short stretch of dual carriageway where it crosses Moss Lane and connects to the existing Blackburn road.
