Which of the following most accurately describes the problem?

• The Government announcement of an £18.5m (75 per cent) special low-interest loan towards the cost of building the Humber Bridge has cleared the way for a start on the four-year project to be arranged. This will probably be in the autumn of next year.

Also announced was a road network for South Humberside linking in with the bridge. No details of toll charges were given by Mr Graham Page, Minister for Local Government and Development, but last week in Whitehall it was revealed that 10 years after opening, the bridge will probably break even financially; loan and interest would be repaid in 30 years. The tolls would be a minimum of 50p for lorries and 25p for cars.

The Humber Bridge will be a third longer than the Severn Bridge-8563ft between abutments and having a centre span of 4580ft, the longest in Europe.
