Which of the following most accurately describes the problem?

AT Manchester, on Tuesday, the North Western deputy Licensing Authority, Mr. A. H. Jo!He, adjourned until June 14 the hearing of a new application by A. Aiston Transport Ltd., Oldham, for seven vehicles on A licence. The normal user sought was: Paper, paper products, lime, salt, rubber and rubber products, furniture, building and road-making materials, machinery, foodstuffs, packing materials—Lancashire, Yorkshire. Cheshire. N.E. Coast, London area and the Midlands.

The application, opposed by British Railways and British Road Services, was subject to the surrender of two vehicles on A licence and five on B.

Mr. C. Wilme, a director of the applicant company, said the object was to have all the vehicles available to serve any customer, to make them readily interchangeable and so that he himself could dispense with the need to help with maintenance at week-ends. He admitted to Mr. J. N. Coffy, appearing for BRS, that the fleet was underemployed because of declining trade, but later told the deputy LA that he could get more work if the application were granted.

Seven witnesses were called in support and four letters submitted. Mr. W. Dale, Manchester depot manager for the Beresford Group, one of the applicant's largest customers, spoke of requirements in the distribution of foodstuffs to wholesalers and retailers and the conveyance of packing materials from the Manchester depot over a wide area, but in cross-examination admitted that the applicants had met their requirements.

Mr. J. Scott, of Scott Bros. Storage Ltd.. Oldham, gave evidence of expansion of warehousing business.
