Which of the following most accurately describes the problem?

AFTER long-term trials, Lancashire Police have joined the 19 police forces in Britain which have vehicles fitted with Clear Pass rain flaps. The system is for patrol Range-Rovers and various types of support vehicle. Claimed to be the first effective and economic solution to spray emission, the Clear Pass system consists of a tough thermoplastic backsheet covered on one side with polyethylene blades.

These are said to trap water and return it in safety to the road surface rather than allowing it to form spray particles.

Visibility for following vehicles is claimed to be improved by up to 70 per cent.
