application for a standard national Operator's Licence has been adjourned until February because Western Traffic Commissioner Philip Brown is not satisfied with his professional competence.

Douglas Guy Wilkins, who holds a CPC by grandfather rights, was applying for one tipper vehicle to operate out of his yard at Hillside Farm, Bankport.

A public inquiry in Bristol heard that Wilkins had a previous licence revoked in the summer after he failed to meet the requirements for good repute, competency and finance.

The TC said Wilkins had lost his repute for failing to notify the Traffic Area Office of convictions, and for "a maintenance history which was not a good one".

Wilkins assured the TC that he knew he 'needed to have everything right".

Having asked a number of questions regarding the correct filling in of tachograph charts and general maintenance, the TC said he was not satisfied that Wilkins was a fit and proper person to hold an 0-licence.

He adjourned the case for two months to give Wilkins the chance to learn more about the Operators Licensing requirements, but warned him he needed to be word perfect before the public inquiry, which is scheduled for February.
