Which of the following most accurately describes the problem?

"SUDDENLY, unexpectedly, you have been offered a great opportunity. I appeal to you with all the force at my command to grab it and hold it." These words, in a New Year message to the staff of the British Transport Commission by Sir Brian Robertson, chairman, are specially addressed to employees of British Railways.

" The full load will probably come in January, when the weather is generally at its worst, and working conditions are apt to be at their most difficult and disagreeable. If at this critical time you can satisfy the travelling public and also convince trade and industry that you can look after their goods just as well as or better than any competitor, you will not only get their custom now but you will keep it afterwards."

Sir Brian says that useful progress was made last year. The fuel shortage and the diversion of traffic from road afforded a challenge and an opportunity to the railways and canals. "Every part of our organization is affected in some degree," he states.
