Which of the following most accurately describes the problem?

AFULL-SCALE survey with the object of rationalizing its bus and coach services on 1,400 route miles throughout the Midlands is being undertaken by the Birmingham and Midland Motor Omnibus Co. Ltd.

Changes recommended as a result of the survey would be implemented in three phases, subject to permission from the Traffic Commissioner, Mr. D. L. Fytche, the company's traffic manager, told COMMERCIAL MOTOR. In fact the Commissioner had already approved some changes in the first phase which included the pruning of some Black Country services during off-peak periods, Mr. Fytche added.

The survey has shown so far that about 70 per cent of the company's services are unremunerative and most of the changes recommended will probably take the form of reductions.

The survey entails discussions with municipal undertakings with a view to increasing efficiency of jointly operated services. Major changes in the travelling habits of the public have drastically cut the number of passengers on many of the company's routes. This in itself would have made the services uneconomical but, coupled with rising operating costs, it has made the operation of the services a liability to the company.

It is expected that the survey, which is being undertaken by Midland Red's traffic department, will take several years to complete although the time may possibly be reduced if computers are used.
