Which of the following most accurately describes the problem?

ADECISION on an application by R. I. Davies and Son Ltd., of Tredegar, to operate an express service between Brynmawr and Rhoose (Glamorgan) Airport, was reserved by the South Wales Traffic Commissioners at Cardiff last week.

Objectors were Western Welsh Omnibus Co. Ltd., Red and White Services Ltd., Cardiff City Transport, Caerphilly Urban District Council Transport and West Monmouthshire Omnibus Board.

The applicants sought permission to run the service for holidaymakers who booked continental holidays with specified travel agents in Monmouthshire, with picking-up points at Ebbw Vale, New Tredegar, Rhymney, Pontlottyn, Bargoed and Blackwood.

Mr. H. Davies, managing director of the applicant firm, said the proposed service would be timed to arrive at the airport half an hour before landing or take-off, and the fare would be 7s. from any point along the route.

The hearing had opened on November 2 last year when Mr. Davies suggested that the demand for continental holidays in Monmouthshire was "fantastic". He claimed that home-coming tourists sometimes were unable to get transport from Rhoose to the Monmouthshire valleys.

Mr. Davies called several witnesses who stated that the journey between Tredegar and Rhoose using existing services was inconvenient, particularly for families with small children, perambulators and an assortment of luggage.

The assistant traffic manager of Western Welsh, Mr. S. Harris, contended that with the network of stage carriage services provided through the Monmouthshire valleys to and from Cardiff there was no demand for the proposed service. He pointed out that Mr. Davies had failed to produce detailed operating costs.

• Mr. L. Price, traffic manager of Red and White Services, described the plan as "an open, go-as-you-please service which would be difficult to control". The lack of a timetable made it a threat to existing operators, he added.
