A so crass that I find difficulty in finding words to describe it", said Mr. M. H. JacksonLipkin on Wednesday. He was representing Forwarding Transport (London) Ltd., of Poplar, who sought a two-vehicle A licence to carry mainly meat and frozen foods within 200 miles of Stratford railway station.

Section 178 proceedings, said counsel, had been invoked against Forwarding Transport Ltd., a company believed to be non-existent.

Mr. J. T. Luderman, a director of Forwarding Transport (London) Ltd., said he formerly operated a clearing house. He advertised for a transport business in the London Evening News and a "consultant" replied. He paid this person a deposit against the purchase of a business from H. and J. A. Bastick, of London.

The "consultant" sent him blank application forms for his signature and return. He learned eventually he had purchased some vehicles and goodwill; but Bastick at first would not release the vehicles, which he thought continued to operate. He now realized he had been "abominably stupid" and accepted that he had operated vehicles illegally.

Reserving his decision in both cases, the LA said he would make further inquiries.
