Which of the following most accurately describes the problem?

NA licence for one vehicle was granted last week to Mr. A. L. Hooper, North London, by the Metropolitan Licensing Authority, Mr. D. I. R. Muir.

Mr. Hooper had held a Contract A licence for one firm, I. Barget Ltd., for 10 years, but present circumstances meant that this licence was no longer appropriate. The customer had expanded and now comprised three companies, but the contract prevented any work being done for the new companies.

Despite the contention of the objectors, British Road Services and British Railways, that Barget would suffer by loss of the exclusive contract with Mr. Hooper if the grant were made, Mr. Muir said that it was a good application and proof of public need had been shown.
