Which of the following most accurately describes the problem?

AHAULAGE firm fined £385 with £78 2s. costs on Tuesday at Harlow, Essex, for licensing offences was said to already owe £1,116 in unpaid fines.

The firm, Roydon Transport Ltd., of Roydon, Essex, was summoned for 19 Clicence offences and 26 Contract A-licence offences.

Prosecuting for the Licensing Authority, Mr. A. T. Glass said that Roydon Transport had Contract A licences to carry goods exclusively for a scrap metal firm, W. C. Jones & Co. Ltd.

The four lorries involved travelled to two collieries, one in Nottingham and one in Derbyshire, to deliver goods legitimately.

But he said the firm then made an arrangement with a coal company for its lorries to carry coal to various consignees, so that the vehicles did not have to return empty.

The Magistrates were told by the clerk, on finding the case proved, that the police had distress warrants against the firm for £300 in unpaid fines, and he had received documents from Rutland showing that a further £816 in unpaid fines was owed there.
