Which of the following most accurately describes the problem?

Brown 'broke fuel-freeze vow'

A WEEK AFTER the industry was landed with two consecutive fuel duty rises, Prime Minister Gordon Brown has been accused of breaking a promise made to haulers in July.

On 16 July, just days after hauliers had demonstrated against fuel prices, and following questions from Richard Burden, Birmingham Northfield MR Brown told Parliament: 'We are freezing fuel duty for the full year."

Now, Chancellor Alistair Darling has raised fuel duty by 2.5%, and is also planning an 1.84p/litre rise in April of next year.

Andy Jenkins, director of SE Davis of Redditch, was part of a Road Haulage Association (RHA) party that lobbied Westminster about fuel prices on 2 July.

He tells CM "I wonder what Mr Brown's definition of a year is, and when it came to an end?"
