Which of the following most accurately describes the problem?

• Carmarthenshire County Council is calling for HGVs to be banned from motorways and dual carriageways during daylight hours in a bid to cut congestion.

Only essential goods traffic should be allowed to travel during peak times, says the county's transport and engineering committee in its response to the Government document Developing An Integrated Transport Policy.

The "curfew in reverse" is just one of a series of measures affecting HG Vs being put forward by the county's highways director Robert Sully. He is also calling for higher road taxes to encourage greater use of the railways for freight.

Some measures he advocates would be of benefit to drivers and operators. For example, he says that local authorities should pay more attention to road signs for HGVs. He also calls for tax con cessions to encourage operators to "green up" lorry exhaust emissions and the use of "significant tax breaks" to encourage fleet owners to fit particulate traps.
