Which of the following most accurately describes the problem?

MR. MAURICE HOLMES, chairman of the Tilling Group of bus companies, will become chairman of the London Transport Board next April. His appointment—announced by the Transport Minister in the Commons this week —is in place of Sir Alec Valentine.

Although Sir Alec was due to leave the post at the end of this year, said Mr. Fraser, he had, at the Minister's request, agreed to continue until the end of March. This arrangement would provide proper time for his successor to take over. Mr. Fraser said he was grateful to Sir Alec for his help in this matter, and expressed the Government's appreciation of the great services he had rendered to London Transport.
