Which of the following most accurately describes the problem?

IN consequence of a fresh programme of research discussed at a meeting of the Manchester Centre of the Institute of Traffic Administration on Monday, an approach is to be made to. the Lord Mayor of Manchester offering co-operation in the investigation of the probjems of street congestion in the city and neighbouring boroughs. This plan forms the first stage in a scheme that is expected to be applied by the 1.o.T.A. on a national basis.

Similar proposals are shortly to be discussed in other areas, but the topics of examination are likely to vary according to the district. Co-operation with public authorities and other bodies will be sought in the process of building up statistics and producing possible solutions of local problems.

In Manchester, the proposals were presented by Mr. C. J. Parker. An important line of investigation will be m the location of bus, passenger rail and air terminals, and goods terminals, and their effect on traffic congestion. A ;urvey is also to be made of concentraions of -people moving to and from )ffices, factories, schools, housing ;states, shopping centres and sporting ienues.

Safety factors in connection with the low of traffic will be considered. There viii also he examinations of points at vhich accidents occur and of the effects )1 parking arrangements.

On the completion of this work, a omprehensive report is to be drawn ip. Short-term suggestions, not nvolving great expenditure, will be 'resented together with recommendaions on the matter of long-term policy.
