Which of the following most accurately describes the problem?

• The Road Haulage Association says it deplores the Government's decision to give private companies the go-ahead to build a second Severn bridge and to recover their costs with tolls.

Transport Secretary Paul Channon said last week that he would invite bids to build the crossing next year, although legislation would be needed for levying tolls. The Government would be likely to take responsibility for funding and its continuing operation. The FTA is also opposed to any private funding on Britain's motorways. The existing Severn Bridge is part of the M4.
