Which of the following most accurately describes the problem?

• The Bus and Coach Council says it is "confused" by the Freight Transport Association's decision to open its doors to PSV operators with a new grade of associate membership.

According to the BCC, the move "will only be of interest to those very few PSV companies who are not members of the BCC. The FTA is going to charge 239 per company, principally to use the ETA's technical and inspection services. Those services have been available to our members due to a long-standing agreement with the FTA anyway and we market the use of FTA services to our members."

New "passenger transport associates" will be entitled to take up places on FTA training courses and seminars, apply to use the ETA's technical vehicle inspection and/or Freightcheck services, receive the association's Engineering Digest, and attend FTA general meetings without the right to vote.

The FTA clearly states that passenger transport associates will not be entitled to any other service or privilege and will be bound by the rules governing participants as set out in the articles of the association.

This is the second membership change at the FTA this summer. The association's national council recently decided to give hire and reward hauliers the chance to join the FTA as full members for the first time.
