Which of the following most accurately describes the problem?

• We regret to announce the sudden death of Ronald R Jackson, Deputy Licensing Authority for the South Wales and West Midlands Traffic Areas.

Jackson was made Chairman of the Traffic Commissioners and Licensing Authority for South Wales Traffic in 1961, and was later in charge of the West Midlands Traffic Area when the two traffic areas were reorganised. He took on the role of Deputy Licensing Authority following his retirement in 1986 at the age of 70.

Before joining the South Wales Traffic Area, Jackson was a Colonel in the Royal Artillery, having spent 17 years with the Road Transport Department in Malaysia. He leaves a wife and two children.
