Which of the following most accurately describes the problem?

THE £118m which the Transport Department plans to spend on maintaining trunk roads and motorways next year is the largest sum ever earmarked for this important service, Transport Secretary Norman Fowler told the Commons.

It was, he said, £16m more than last year, and the increase would enable the Department to renew substantial lengths of older motorways.

Edwin Wainwright (Labour, Dearne Valley) asked why trunk road maintenance had been reduced during the past two years from £61m to £37m. Was there not a possibility that the condition of trunk roads was so bad that it might cause danger?

Mr Fowler referred Mr Wainwright to the national road maintenance condition survey for trunk roads (CM, March 21), which showed that there had not been a deterioration.
