A You might not need a formal road service licence for the Traffic Commissioners can grant a permit for the use of a vehicle with less than 12 seats as a stage carriage or for a vehicle of any size used as a school bus to act as an express or stage carriage.

Before such a permit is granted, however, the Commissioners will need to be satisfied that there are no other transport facilities available to meet the needs of the proposed service and, in the case of the school bus, that the education authority agrees.
