Which of the following most accurately describes the problem?

When Transport Minister Fred Mulley opened a new extension to the Bostrom factory at Northampton recently he stressed his belief that lorry drivers deserved a comfortable seat and sampled some seats himself.

Though he confirmed that there was no intention of pressing for seat belts for commercial vehicle drivers he made no secret of his hope that a free vote in Parliament would make the wearing of seat belts for cars compulsory, hopefully saving 1,000 deaths and 13,000 injuries a year.

Transport Ministers traditionally occupy a "hot seat" but as this year's Labour Party chairman his "seat" will be unenviably warm during some Party discussions before long — notably the mass jamboree when LP. stalwarts are likely to tell the proMarket Cabinet that they are backing the wrong horse. As a convinced Marketeer, Fred Mulley must maintain a low profile, wearing his chairman's hat.
