Which of the following most accurately describes the problem?

FOUR owner-drivers whose vehicles were specified on the Hull licence of Link Wilkinson Transport Ltd were successful in obtaining 0 licences in their own right before the Yorkshire deputy Licensing Authority, Mr N. F. Moody, at York last week.

All the applicants gave their address as PO Box 3, 20 Silver Street, Hull, with a declared base at West End Extention, St Andrew's Dock. Bromden Ltd, Jobabon Ltd, and Nipstone Ltd each sought licences authorizing three vehicles and six trailers and Joinell Ltd a licence for four vehicles and eight trailers. For the applicants, Mr J. T. Green said in each case the equity of the company was jointly owned by a driver employed by Link Wilkinson Transport and the company called Lawnoon Ltd. The operating centre was part of premises owned by Link Wilkinson.

Questioned by Mr Moody, Mr Harry Gould, a director of Bromden Ltd, said the company was born in September 1973. It purchased a vehicle in April 1974 which he drove and which was hired to Link Wilkinson. He did not know whether it was specified on their 0 licence or not. Mr K. Harman, traffic manager of Link Wilkinson, said it hired vehicles from all the applicants and they were presently specified on Link's 0 licence. Arrangements had been made for regular maintenance inspections to be carried out by main agents and intermediate checks would be carried out at Link's premises.

Mr Peter Hall, a director of Jobabon Ltd, said he had hired his vehicle to Link for 12 months on a 50-50 basis.

Mr Stanley Hunter, of Joinell Ltd, said the hiring arrangement was an indefinite one until he could obtain an 0 licence. If an 0 licence was not granted the hiring arrangements would continue.

Granting the application, Mr Moody said although on the face of it it appeared that the drivers were taking on a lot by seeking more than one .vehicle, in fact the circumstances were a little different as they had the substantial backing of Link Wilkinson.

Later a spokesman told CM that the drivers had expressed a desire to commence in business on their own account. Link believed 'it would be an incentive to productivity and the hiring arrangements had been a probationary period to see if things worked out satisfactorily.
