Which of the following most accurately describes the problem?

DUNDEE Transport Committee has approved a three-year plan for improving the city's transport services, the cost of which will total £250,000.

A plan of new and revised routes to serve housing and industrial sites has been drawn up. For the new services, large additions to the city's present fleet of 30 single-deck and 79 double-deck vehicles will be required. At least 10 single-deckers and 60 double-deckers will be needed during 1948-50. Six single-deckers and 17 double-deckers will then be required annually for replacements.

In a report to the committee, Mr. Robert Taylor, transport manager, mentioned that the corporation was running vehicles up to 14 years old. Revenue was increasing every week, he said. Forty vehicles were at present on order.
