Which of the following most accurately describes the problem?

THE FREIGHT TRANSPORT Association (FTA) plans Lo replicate the success of its Penalty Charge Notices (PCNs) campaign in Westminster ('London operators benefit from 30% fall in PCN fines', CM 27 August) to other parking fine hotspots throughout London.

Gordon Telling, FIA head of policy for London, says: "We'll be turning our attention south to Islington, Southwark and Lambeth. They're a year to 18 months behind [Westminster]."

Richmond has been a difficult borough to make progress with, being the only one that has not adopted 40-minutes loading time.

however, the borough is now considering the extension by linking it in with FORS (Freight Operator Recognition Scheme) membership, Telling adds.
