Which of the following most accurately describes the problem?

THE ROAD Haulage Association (RHA) has set out what amounts to a manifesto under the banner 'Deliver UK1

The campaign aims to ensure that policy-makers recognise the contribution that road haulage makes to the UK economy; and makes clear the distinction between the treatment of trucks and cars in all areas of public policy.

Deliver UK' will address a number of issues that will include (but will not be limited to): • Ensuring there is a mechanism that allows trucks to be taxed differently to cars, specifically in relation to VED, fuel duty and road charging.

• Ensuring accurate truck crime records are kept, allowing the industry to campaign for the support it needs in this area.

• Ensuring there are suitable and sufficient parking facilities.

• Ensuring goods vehicles making deliveries are given the same priority as buses in towns and cities.

• Ensuring any debate on modal choice is grounded in reality.

The RHA is looking for a campaign manager to run the Deliver UK initiative. RHA chief executive Geoff Dunning (pictured) reveals: "We are going to attempt to engage with decision-makers and those with influence in a far more effective way.

The obvious resource is our members, who we can bring in to do this" He adds: "We'll identify a list of MPs, Parliamentary secretaries, whips and the like, identify their constituencies, identify our members in the areas and do a proper lobbying job."

• The RHA's revised Conditions of Carriage were launched two days ago (I September). The conditions include strengthened clauses that cover lien, unreasonable detention and carriers' charges.
