Which of the following most accurately describes the problem?

WORKMEN'S return fares will be VV abolished by Leeds Corporation if proposals made to the Yorkshire Licensing Authority are approved. The transport department is also seeking an increase in ordinary fares. Sixty services are affected.

Fare increases on seven services are also being sought by Oldham Corporation. A revision of the scale based on half-mile stages is proposed.

This would make the fare for one and two stages lid., three stages 2c., four stages 3d., five and six stages 4d., and so on up to 9d. for 15 or 16 stages.

It is also suggested that workmen's returns should be li times to the nearest Id. above the proposed new rates, with a minimum fare of 5d.

Burnley, Colne and Nelson Joint Transport Committee, faced with a debt of £144,000, have applied for permission to increase 2d. and higher fares by id.
