OLLOWING•an appeal, the Minister I of Transport has ordered the West Midland Licensing Authority to remove the suspension of his road service licence imposed on Mr. Henry J. Partridge (Bantam Coaches), Coventry.

Mr. Partridge, whose licence was suspended on July 12 for exceeding his vehicle allowance on Whit-Monday, claimed that if it ran its full term to September 30, it would cost him £5,000. The suspension ended on Tuesday.

Announcing his decision, the Minister stated that he wished to make it clear that he must not be-taken as dissenting from the view expressed -by the inspector [Sir RobertTolertonl that the Licensing Authority were right in imposing a severe penalty for the offence committed by the appellant and that the penalty was not harsh.

" He agrees with the inspector," the statement went 'on, "that the question

of .penally is largely one of opinion, and hisdecision is not in any Way to be taken., as criticism of or reflection on

the Licensing Authority."

Mr. Partridge was ordered to pay the costs of the appeal.
