Which of the following most accurately describes the problem?

AT meetings of the Emergency Conditions Committee of the S.J.C. held on August 11, and of the Central Wages Board on August 19, certain important decisions were reached.

It was agreed to propose the following increases in the statutory rates of the remuneration for adults in the roadtransport industry:—Metropolitan and Grade 1, 2s. f3d. per week; Grade 2, 3s. per week; Grade 3, Ss. 6d, per week. Increases at half these rates are proposed for juniors. None will, of course, come into force until an Order has beenmade by the Minister, but they are being submitted to Area Boards for their consideration and will be circulated in RH. 13 to all employers. If approved these increases will bring the total war-wage increase for adults to 17s. 6d. per week for all grades.

Consideration of ,the workers application for overtime to be increased from time-and-an-eighth to time-anda-quarter and from time-and-a-quarter to time-and-a-half was deferred.

The workers' application for all Grade 3 Areas to be up-graded to Grade 2 was withdrawn. It was agreed, however, that the provisions regarding subsistence for men stationed semi-permanently away from home should be made statutory and will, accordingly, be included in RH. 13, as will be provisions regarding work commencing or finishing on Bank Holidays. In brief, it is provided that double time should be paid where a worker finishes duty during the first three hours on a Bank Holiday morning or commences duty during the last three hours of the evening.

Certain regradings will also be included in RH. 13. They are as follow:—Andover, Banbury, Bridgwater, Exeter, Paig-nton, Sherborne, Witney and Yeovil from a to 2; Luton and Plymouth from 2 to 1.

Employers' organizations have already been asked to recommend their members to give effect to certain of these regradings. They should now Suggest giving effect to the remainder as from the first pay day in October.
