Which of the following most accurately describes the problem?

FIVE ERF tractive units, to transport chemicals and hydrocarbons loads on nationwide routes, have been bought by Buckley Tankers of Warrington, Lancashire.

The company, which operates a fleet of 60 lorries, has spent £200,000 on the new vehicles, which include the special trailers and tanks. The ERFs are powered by the Rolls-Royce 265L diesel engine, which have been fire-screened in line with petroleum regulations.

Also buying ERF is Edward Derbyshire Ltd of Kirkby, Liverpool, which has added four tractive units to its fleet of 17 vehicles which haul chemicals and edible oils throughout Britain. The Derbyshire vehicles are fitted with sleeper cabs, with a bunk for overnight journeys. They are also fire-screened. The engine is Cummins E290 Big Cam diesels, and the cost of these vehicles and their special equipment is £160,000.

The lorries were supplied by Perris and Kearon, distributors for Merseyside, parts of Cheshire, and North Wales. Sales Manager Steve Bradley said "For a region with some of the country's worst unemployment figures, these are large sums for companies to spend. It is significant they are buying British".
