Which of the following most accurately describes the problem?

THE national council of the Road Haulage Association has lecided not to go ahead with the proposals in the Wells report, which it had previously Iccepted in principle.

After last week's meeting of the national council in London it was announced that "serious Legal impediments" and an Dbvious lack of support by members had led the council to resolve (by a large majority, it is understood) not to proceed with the scheme.

The legal impediments were iet out by a "specialist leading counsel" who was consulted about the possible effects of restrictive trade practices and fair trading legislation. His Opinion stated that the plans to publish a minimum daily earnings guide and to create and circulate a register of approved undertakings would be in breach of restrictive practices legislation. Similarly, he decided that plans to supply goods at discount and provide bulk purchasing facilities for " approved undertakings" would fall foul of the restrictive practices legislation.

The council also heard that there had been a very poor response to the questionnaire which asked all members to state their interest in and support for the proposals. Only 307 replies were received from over 16,000 questionnaires.
