Which of the following most accurately describes the problem?

As you may be aware, there has been a ban on lorries exceeding 21 tons unladen passing through the Highgate Village area in North London since April 1 this year. This particularly affects drivers taking the route up Highgate Hill and down North Hill in order to avoid the busy Archway Road.

The police spent considerable time for some months stopping heavy vehicles and warning drivers, but unfortunately with little or no effect on the number of drivers contravening the weight restriction signs.

Consequently, stricter

enforcement was initiated and the first batch of summonses were heard at Highgate Court on Tuesday, September 16, and 39 drivers were fined a total of E870 with E380 costs.

My council, both in the interests of the drivers and of the residents in the area, are anxious to ensure that all possible seeps are taken to ensure that drivers are aware of this prohibited zone before planning their journeys.
