Which of the following most accurately describes the problem?

the issuing of hgv licences to drivers under 21 years of age when the EEC driving licence regulations apply next year. If present drivers of vehicles under 3 tons unladen but over 7.5 tonnes laden are not 21 years of age now will they be able to be issued with hgv licences?

Your question was answered in CM last week. The DoE said that it is not the intention to prevent young drivers with the necessary experience from continuing their present employment whenever the law is changed. It seems that the qualification will be a "six months experience" clause in the enabling legislation.
