Which of the following most accurately describes the problem?

A CALL for a by-pass or alternative route as a matter of urgency to remove heavy and potentially dangerous tanker traffic from the streets of historic Eastham Village has gone to Merseyside policy, planning and resources cornMittee.

The committee was considering a report dealing with local planning issues arising at Eastham and Hooton. But Cllr Alf Rose has written to the county secretary saying that the problem of the tanker traffic stood on its own—it is not dependent on anything else.

The scheme for a by-pass was approved by the former Bebington Council, but no date has been given for a start on construction.
