Which of the following most accurately describes the problem?

A LORRY ROUTEING scheme for an area north and west of the centre of Stockton-on-Tees has been produced by Cleveland County Council in conjunction with the DoE. This is one of a number of experiments in Britain aimed at "Determining the most acceptable method of reducing the impact of lorries on the environment."

The Cleveland experiment, which began for a six-month period on Monday, features signs which give a positive indication to lorry drivers on the correct route to be followed.

Instead of the usual prohibi tion signs at road junctions which are used on lorry route schemes, in Cleveland blue and white mandatory signs are to be used to show lorry drivers which way to go. The results of the survey will determine whether prohibition signs are needed as well.

A survey in April this year compared with one in October will show the before and after situation. The surveys will take into account total traffic volumes, numbers of heavy commercial vehicles, journey times, journey lengths and noise levels. Hazardous loads will be recorded separately.
