Which of the following most accurately describes the problem?

THE AMOUNT of goods moved by hire and reward operators in 2010 increased by 16%, while own-account operators saw an increase in volume of 3%. According to the latest Department for Transport road freight statistics for 2010, which were published last week, UK-based hire and reward operators moved 800 million tonnes of goods by HGV in 2010, accounting for 54% of the overall haulage market.

UK own-account operators moved 690 million tonnes of goods, accounting for 46% of the market, and now hold their largest share of the market since 1992. Meanwhile, Poland-based operators continue to reap dividends in the UK. Polish HGVs carried 7.3 million tonnes of goods in 2010, accounting for the largest volumes of goods brought into – or taken out of – the UK, up from 6.3 million tonnes in 2009.
